Job Description:
We are seeking a highly organized and detail-oriented full-time (8-4), five working days a week Accountant and Procurement Officer to manage our financial transactions and oversee procurement activities. The ideal candidate will have a strong background in accounting and procurement, with excellent organizational and communication skills.
Key Responsibilities:
Accounting:
- Financial Record Keeping: Maintain accurate and up-to-date financial records, including invoices, receipts, and payments.
- General Ledger Management: Record all financial transactions in the general ledger and ensure accuracy of entries.
- Bank Reconciliations: Perform monthly bank reconciliations to ensure consistency between bank statements and company records.
- Expense Reporting: Prepare and process expense reports, ensuring all expenses are recorded correctly and in a timely manner.
- Financial Reporting: Assist in the preparation of monthly, quarterly, and annual financial reports.
- Tax Compliance: Ensure compliance with tax regulations and assist with tax filings as needed.
- Procurement:
- Vendor Management: Source and negotiate with suppliers to obtain the best pricing and terms for goods and services.
- Purchase Orders: Prepare and process purchase orders, ensuring accuracy and completeness.
- Inventory Management: Monitor inventory levels and place orders as needed to maintain optimal stock levels.
- Contract Management: Review and manage contracts with vendors and suppliers, ensuring compliance with company policies and regulations.
- Cost Analysis: Conduct cost analyses to identify cost-saving opportunities and improve procurement efficiency.
- Compliance: Ensure all procurement activities comply with company policies and relevant regulations.
Qualifications:
- Education: Bachelor’s degree in Accounting, Finance, or a related field.
- Experience: Minimum of 2 years of experience in accounting and procurement roles, preferable NGOs sector.
Skills:
- Proficiency in accounting software ( preferably Bisan).
- Experience required from 2-4 years.
- Experience in follow up with an external Auditor.
- Very good command of the English language.
- Strong knowledge of procurement processes and best practices.
- Excellent organizational and time-management skills.
- Strong analytical and problem-solving abilities.
- Attention to detail and high level of accuracy.
- Proficient in Microsoft Office Suite (Excel, Word, ..).

GENERAL POSITION SUMMARY:
The Tech Unit Program Coordinator will provide programmatic and administrative support for Mercy Corps Programs, primarily relating to Gaza Sky Geeks (GSG) expansion activities, in the West Bank. The PC will work with a network of local and multinational partners and stakeholders on issues concerning youth training, employability, capacity building, and economic development. The PC will work closely with the Program officer and GSG Vertical Leads on all aspects of the program and provide effective and efficient support to ensure smooth implementation including programmatic, administrative, logistical and procurement support, information gathering, and organizing training. The PC will work to ensure data quality, including data collection, data entry, and sound filing and documentation of program records for participants and activities. The PC will collect, analyze and report on monitoring and evaluation data, and prepare scopes of works as requested.
Essential Responsibilities
Support WB technical community strategy implementation including Technical boot camps, Technical training, and Self-study group offerings.
- Lead on the technical offerings implementation, quality assurance of delivery, and ensure the GSG community values and MC standards are implemented.
- Prepare budget estimates for technical activities.
- Work closely with the WB Tech Unit Officer on building a local talent pool for the program activities (speakers, alumni, consultants, trainers).
- Prepare scopes of work with contractors, including companies, consultants, and organizations, and work with the procurement team on the program needs.
- Prepare payment requests and financial documents for related program activities.
- Collect, and report on monitoring and evaluation data and maintain relevant program files.
- Report on the events and activities of the Tech Unit.
- Prepare logistic documents needed for the finance and procurement team.
- Liaises and coordinates with MC and GSG departments (including logistics and Admin).
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and not jeopardize its humanitarian mission.
- Travel to various parts of the West Bank for activities support and follow-up (including staying in locations overnight if needed)
- Follow up with the social media team on highlighting the program's expansion in the WB.
- Research information as required for program development and delivery.
- Act as technical writers for documents as needed.
- Demonstrate teamwork spirit and a proactive attitude in accomplishing and delivering tasks.
- Absorb and quickly learn project details and operations/ procedures and provide ideas for improvements and enhancements when possible.
- Engage in developing and implementing partnership strategies that support programs.
- Other duties as assigned.

Job Requirements
Minimum Qualification & Transferable Skills
- University degree in computer science, computer engineering, information technology or any related field.
- 2-3 years of work experience in a relevant field. Experience in information management, administration or a highly organized role in other fields will be of value.
- Up to date knowledge of technical and IT industry developments.
- Exposure to the WB tech ecosystem players , having technical people network.
- Have analytical skills, experience, and good judgment to recommend and propose informed suggestions relative to project activities.
- Understanding the differences between the social, political, and economic contexts of Palestinian communities, and a talent for communications with people across all levels of society.
- Excellent verbal and written communication skills in Arabic and English.

The Position

Essential Responsibilities
Arrange workshops and training sessions, attending meetings and community gatherings.
- Ensure the effective implementation of training and capacity building program for local NGOs in the field.
- Monitor trainings and program activities and provide all support needed.
- Write reports documenting work carried out in the field
- Collect, analyze and report on monitoring and evaluation data and maintain relevant program files, and support documents.
- Prepare scopes of works with contractors, including companies, consultants and organizations
- Prepare logistic documents needed for finance and procurement team
- Liaises and coordinates with MC and GSG departments (including logistics and Admin).
- Assist in any other task or duty assigned by the Program officer
- Conduct himself/herself both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
- Travel to various parts of West Bank, instructed by GSG Program Officer, for activities support and follow up (including staying in locations overnight if needed)
- Follow up with social media team on highlighting the programs expansion in the WB
- Lead feedback sessions with community members , programs Alumni
- Map out potential local mentors in various locations
- Engage in developing and implementing partnership strategies that supports program
- Work closely with community and diversity and inclusion verticals
- Other duties as assigned.
Accountability :
Reports directly to: Gaza Sky Geeks Program Officer
Works directly with: GSG Program Team in West Bank Including Gaza Sky Geeks Director,,, Program Manager, and Mercy Corps Administrative, Finance and Procurement teams in Ramallah and Jerusalem.
Accountability to Participants and Stakeholders
Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work.
