I.     Background: 

The Palestinian Information and Communication Technology Incubator (PICTI) is implementing the project "Youth Tech; for Transparency; From Ideas to Impact" as part of the Transparency, Evidence, Efficiency, Effectiveness, and Accountability Programme (TEA³), in collaboration with UNDP/PAPP and supported by FCDO and the Government of Sweden. This initiative fosters innovation in transparency, accountability, and public service delivery, with a particular focus on creating digital solutions to address pressing societal needs.

The devastating consequences of the recent Gaza war have led to a significant increase in disabilities, including a rise in the number of amputees. This alarming trend has emphasized the urgent need for a centralized solution to support the Ministry of Health in addressing these challenges. Recognizing this, the idea of establishing "The National Registry for Persons with Disabilities" emerged as a critical step toward collecting comprehensive data, optimizing its benefits, and enabling evidence based interventions.

By creating a centralized digital registry, the project seeks to enhance the Ministry of Health’s capacity to improve resource allocation, promote equitable access to health and social services, and design targeted initiatives for persons with disabilities, with a particular focus on the pressing needs of amputees.

 

II.       Objective: 

This Terms of Reference outlines the development of a Mobile Application with Admin Panel, The National Registry for Persons with Disabilities, aimed at improving data collection, analysis, and service provision for persons with disabilities. The App will be officially adopted by the Ministry of Health, ensuring its integration into national health strategies and policies.

The application will:

  • Enable the collection of comprehensive personal and familial information about individuals with disabilities.
  • Include details such as type and severity of disability, medical history, access to health services, educational background, employment status, living conditions, and other relevant data (Meta Data, Images and attachments).
  • Provide analytical tools to process and visualize data, supporting evidence-based decision-making and strategic planning.
  • Serve as a critical resource for the Ministry of Health and other stakeholders to design and implement targeted initiatives and inclusive interventions for persons with disabilities.
  • Through this application, the Ministry of Health will enhance its capacity to address the needs of persons with disabilities, improve resource allocation, and promote equitable access to health and social services.

 

III.        Scope and Deliverables:

The scope of this project is to deliver a mobile application with the following specifications as of the Ministry of Health technical needs and infrastructure:

1.    Mobile Application: A cross-platform mobile app to be used by end-users.

  • Must support both iOS and Android platforms (if cross-platform approach is selected).
  • Application must support offline-online data collection.
  • English and Arabic language supporting is a must.

2.    Admin Panel: A web-based admin interface that allows authorized stakeholders to manage content, configurations, and user interactions efficiently.

  • Built using React (web).
  • Provides modules for user management, content management, data analytics, reporting, etc.
  • Supports role-based access control.
  • Database must consider large amount of data and attachments.
  • Database must consider replication and HA.
  • Dynamic dashboard for managing users, content, and system configuration.
  • Reporting and analytics features.
  • Secure and scalable API endpoints (Java or .NET) is preferred.
  • Documentation of endpoints using Swagger/OpenAPI or similar tool.

3.    Application Design UI/UX:

  • Should have a clean, user-friendly, and dynamic UI/UX.
  • UI must be fit and responsive for mobiles, tablets and desktop standards.

4.    Integration:  

  • Application must consider External API integrations.
  • Provide clear documentation for any external integration points.

5.    Data Migration:

  • Application must be able to migrate structured data from other systems and/or files.

6.    Scalability

  • Design to handle horizontal scaling of servers and services.
  • Codebase should follow best practices to support scalability.

7.    Flexibility

  • Modular structure that allows plugging in, modifying or adding components.

8.    Performance:

  • APIs must respond within acceptable timeframes (typically < 300ms for standard requests).
  • Frontend must load quickly (< 3 seconds on standard network conditions).

9.    Security

  • Enforce secure coding practices (OWASP Top 10).
  • Implement data encryption at rest and in transit (TLS/SSL).
  • Role-based access control for sensitive data.

10. Version Control and CI/CD:

  • Use Git (GitHub, GitLab, or Bitbucket) for source control.
  • Implement Continuous Integration/Continuous Delivery pipelines for streamlined deployments.
  • Installation Manual, User Manual is required.

11. Source Code:

  • Vendor must handover source code to the Ministry of Health.
  • Vendor must provide a professional documentation in code.
  • Vendor must clarify the used method of documentation before start coding, to be the handover criteria at the end of the implementation.
  • Vendor must provide One Day training on how the code built (main functions and procedures only). 

12. Testing and QA Reports:

  • Vendor must provide a clear Test cases with results, and QA for the application.
  • Performance, security, and stress test reports (if applicable).

13. Deployment:

  • Vendor must install the requested application and Admin panel on stage and production whenever the MoH provide it.

14. Accessibility & Inclusive Design:

Because the mobile application serves persons with disabilities, the design must adhere to accessibility best practices. This includes, but is not limited to:

▪ UI/UX Considerations: 

  • Adjustable Font Sizes: Provide the ability to increase or decrease text size for improved readability.
  • High-Contrast Colors: Ensure sufficient contrast between text and background elements.
  • Clear Visual Hierarchy: Use spacing, headings, and layout designs that prioritize clarity and readability.

Assistive Technologies:

  • Ensure compatibility with screen readers and other assistive devices where possible (e.g., VoiceOver for iOS, TalkBack for Android).
  • Provide alt-text for images or other non-text elements when applicable.

 

IV.       Timeline (2 Months):

The development of the application is expected to follow the timeline outlined below:

-      First Month:

Delivery of both the dashboard and data insertion interface, ensuring they are fully operational.

Regular progress updates provided to ensure alignment with project objectives.

-      Second Month:

Completion of the full mobile application with all outlined features and functionalities.

Testing, debugging, and final adjustments to ensure readiness for deployment.

This structured timeline ensures that the core components needed for data collection and immediate use are prioritized, addressing the urgent needs of the project.


V. Reporting: 

  • Regular reporting mechanisms will be established to update the implementing body and the donor on the progress, challenges, and achievements throughout the development process.

VI.        Qualifications of the Service Provider:

  • Demonstrated expertise in mobile application development.
  • Proficiency in utilizing mobile, web and cloud computing services and infrastructure.
  • Demonstrated expertise in scalable application development, ensuring the application can handle varying user loads.
  • Experience in designing and managing databases, both relational and nonrelational.
  • Familiarity with data processing, transformation, and storage.
  • Understanding of data security and privacy regulations.
  • Capability to design and implement user authentication and authorization systems.
  • Experience in integrating Business Intelligence tools for data analysis and visualization.
  • Willing and committed to work on project plan timeline.
  • Capability to use issue tracking via a shared project management tool (e.g., Jira, Trello, Azure DevOps).
  • Welling to provide smart solution for mobile data collection approaches.

VII.           Scope of Price Proposal and Schedule of Payments:

  • The payments will be made based on the deliverables, and the amount will be in USD with all costs excluding VAT, and the contract price will be fixed regardless of changes in the cost components.

 

VIII.         Application Submission Guidelines:

The selection of the best proposal will be done by using combined scoring method – where the qualifications and methodology will be weighted a maximum of 70% (Technical), and combined with the price of 30% (Financial). And so; the service provider should consider the following when submitting the technical and the financial proposals: 

  • Detailed technical proposal aligning with what is being stated in ToR with specific focus addressing the scope of work.
  • Composition and CV of the team responsible for the assignment.
  • Previous relevant experience in the requested field, including samples of related or same or similar activities and work previously achieved. 
  • Proposed methodology and detailed workplan and estimated timeline, for the completion of each step of the solution as well as a break-down of the costs.
  • Detailed financial proposal based on expected daily rates, travel expenses, field work expenses and others, with the breakdown of the price per unit and the number of units, amount in USD with all costs excluding VAT.
  • Only who have the required qualities, experience, and skills will be considered. 


The technical criteria (70%) will be identified as follows:

Advocacy Campaign and Public Outreach - Consultancy Service Provider / TOR التسويق

Background

The Palestinian Information Technology Association of Companies – PITA is the voice of the ICT sector in Palestine. It has more than 180 member companies working in different ICT sectors such as software and outsourcing sector, hardware sector, training and consultancy sector, Internet and telecommunications sectors. PITA is the reference and representative association of private ICT sector, and was founded in 1999 by a group of Palestinian entrepreneurs as a non-profit organization to advance the interests and positive societal impact of Palestine’s Information and  

PITA is implementing an initiative aimed at influencing policy changes and promoting the recovery of the ICT sector in Gaza and the West Bank. As part of this initiative, an Advocacy Campaign and Public Outreach strategy will be executed to raise awareness, engage policymakers, and support economic recovery through ICT sector reforms.


Objectives: 

To engage a qualified company with expertise in advocacy, public outreach, and stakeholder engagement to:

  1. Launch a media campaign to promote PITA’s advocacy initiatives and the newly established Advocacy and Member Relations Unit.
  2. Develop promotional materials targeted at existing members and potential ICT companies, showcasing PITA’s services and advocacy achievements.
  3. Enhance member relations.
  4. Organize an event to launch the Advocacy and Member Relations Unit and promote advocacy outcomes.

 

Scope of Work

1. Activity 1: General Media Campaign  

Description: 

  • Launch a general media campaign to promote the advocacy results and policy changes achieved 
  • Showcasing PITA’s services and achievements to current members.
  • Attracting new ICT companies to join PITA by highlighting membership benefits and advocacy efforts.
  • Promotional material for the Advocacy initiatives achieved. 
  • Promoting the newly established Advocacy and Member Relations Unit and its activities.


Key Deliverables:

  • A professional promotional video featuring testimonials, PITA’s impact, and its services. highlighting the advocacy initiatives and unit. 
  • Digital marketing campaign targeting potential members via social media and online platforms.
  • Promotional Materials: Brochures, flyers, banners, summarizing PITA’s advocacy and member support initiatives.
  • Infographics design: Visually appealing representations of key data and outcomes from the advocacy and policy unit. 
  • Presentations design: Professionally designed slides for advocacy meetings with stakeholders and PA.


 Outcome: Increased public awareness and support for ICT sector policies, highlighting their impact on economic recovery, expanded membership base to strengthen PITA’s representation, increased visibility of advocacy efforts, and greater awareness of the new unit and its objectives.


Activity 2: Launch Event for the Advocacy and Member Relations Unit

Description: Organize a high-profile event to:

  1. Officially launch the Advocacy and Member Relations Unit.
  2. Using the promotional material produced in the first activity Highlight advocacy achievements. 
  3. Build excitement and engagement among members, stakeholders, and partners.


Key Deliverables:

  • Event plan, agenda, and presentations design.
  • Promotional materials and event branding. 
  • Press coverage and social media highlights.

Outcome: Stronger awareness and credibility of the Advocacy and Member Relations Unit.


Activity 3: design newsletter template 

Description:

Strengthen relationships with existing members by designing a monthly newsletter template that will be used by the unit to facilitate regular updates on PITA’s activities.


Key Deliverables:

  • A newsletter template design tailored for PITA’s branding and communication needs.

Outcome: Improved communication and transparency with members.


Pricing table 

PITA will cooperate with an agency with the necessary skills and expertise for managing advertising, promoting, publishing the project activities, so please provide us with a price offer according to the below table.

Note: PITA might request more quantities from different services as per the project need

 

PITA reserves the right to accept or exclude specific activities or deliverables from the outlined scope of work based on its priorities and strategic needs.


Duration and Timeline

The assignment is expected to be completed between January and February. 


Qualifications and Experience:

The ideal company should have:

  • Proven experience in advocacy campaigns and stakeholder engagement.
  • Expertise in media production, event management, and public outreach.
  • Strong understanding of the ICT sector and its challenges.
  • Ability to design and implement effective member engagement strategies.

 

Guidelines and Selection Criteria

Terms of Reference (ToR) for Salary Scale Revision and Updating أخرى

1. Introduction/ Background: 

MA’AN Development Center is an independent, non-governmental, non-partisan Palestinian development and training organization established in January 1989, registered by law as a non-profit organization. The main office is in Ramallah with branches in the West Bank and Gaza Strip. Guided by its mission, MA’AN adopts a human rights-based approach, fostering community partnerships and active participation to enhance resilience, empowerment, and the realization of rights for marginalized and vulnerable groups. By leveraging latent capacities, the organization strives to promote active engagement in sustainable development and strengthen communities' ability to respond to and recover from crises.

To address current economic challenges, heightened competition with international non-governmental organizations (INGOs), and the rising rates of inflation and cost of living, MA’AN seeks to revise and update its salary scale. The existing salary scale, initially developed in 2012 and last updated in 2018, is no longer aligned with prevailing market conditions. The revised scale aims to ensure competitiveness, equity, and alignment with local market rates for work of comparable quality, complexity, and difficulty.

MA’AN is commissioning a qualified consultant or consultancy firm to conduct an independent salary survey. This process will involve analyzing the salary structures of at least ten Palestinian NGOs (PNGOs) and two INGOs operating in both the West Bank and Gaza Strip. The consultant/firm will benchmark salaries to ensure alignment with market standards while addressing the organization’s unique operational and financial context.

The following organizations have been identified for inclusion in the survey:

West Bank: PARC, Arij, WCLAC, YMCA, Business - Women Forum (BWF), ICHR, Al-Haq, and A. M. Qattan Foundation.

Gaza: Al Mezan Center for Human Rights, UAWC, and the Gaza Community Mental Health Program.

INGOs: DCA/NCA or CARE International, and WE Effect or Oxfam.


Note:

This initiative aims to ensure organizational stability, retain qualified staff, and maintain competitiveness while addressing the unique challenges PNGOs face. The updated salary scale will serve as a foundation for ensuring equity and motivation across all operational regions, including the West Bank and Gaza.


2. Objectives of the Work

The main objectives of a revised and updated salary scale to be able to recruit and maintain qualified staff who possess requisite skills and expertise to improve the organization’s performance and competitiveness.

It also serves to fulfill common financial interests of the organization and its staff, enhances equality amongst employees holding the same positions, and finally allows a certain level of flexibility with appropriate administrative controls in the recruitment process.

The primary objectives of this consultancy can be summarized by the following:

  • Revision of the Salary Scale:

Develop a salary scale that reflects market conditions, ensuring competitiveness with INGOs and PNGOs while maintaining financial sustainability.

  • Alignment with Economic Realities:

Incorporate inflation rates, price increases, and cost-of-living differences between the West Bank and Gaza.

  • Organizational Stability:

Propose a salary structure that fosters employee retention and enhances organizational stability.

  • Benchmarking:

Utilize a comparative analysis of PNGOs, and INGOs operating in the same fields and of similar size to MA'AN.


3. Scope of Work

The consultant/consultancy firm is expected to:

- Data Collection and Analysis:

  • Review MA'AN’s current salary scale, organizational structure and relevant HR policies.
  • Analyze economic trends, including inflation rates and cost-of-living adjustments in the West Bank and Gaza.
  • Benchmark salaries against PNGOs, private sector companies, and INGOs operating in similar contexts.

- Stakeholder Engagement:

  • Consult & meet with chair and deputy of Board of Directors, MA’AN’s Director General, Deputy Director General, HR Manager in both WBGS and Director of Finance.
  • Engage external stakeholders if necessary for insights and validation.

- Salary Scale Revision:

  • Develop a salary scale with clear grading and progression.
  • Provide recommendations for periodic reviews and adjustments.

- Update the Organizational Structure to include all the new positions created in the last two years.

- Finalization and Presentation:

  • Submit a draft for review and incorporate feedback.
  • Present the finalized salary scale and implementation guidelines to MA'AN.
  • The final document shall be written in the English Language.

 

4. Methodology

The selected consultant\consultancy firm will be expected to submit a clear and well-defined methodology\approach to carry out the assignment, taking into consideration that the process should be based on a participatory approach and to show how the results of the performance appraisal of MA’AN staff will be connected to the new salary scale.  

The consultant/consultancy firm must outline their approach, including:

  • Data Collection Tools: Surveys, interviews, and desk research to gather relevant salary data.
  • Comparative Analysis: Using benchmarks from PNGOs, and INGOs, of similar size and scope.
  • Inflation Adjustment: Calculating salary adjustments to address economic realities, ensuring regional equity between the West Bank and Gaza.
  • Engagement Strategy: Facilitating workshops or focus groups to validate findings and ensure alignment with MA'AN’s needs.

 

5.Location, Duration and Timeframe of the Work/Output:

  The consultant\consultancy firm assignment is expected to be completed within one and half months starting from the date of signing of the contract. The contracted consultant\consultancy firm, therefore, is required to prepare and submit the final document within this specified timeframe.

 

Location of the Work:

The assignment will be based at MA’AN Development Center offices in Ramallah and should visit the targeted NGOs in the West Bank and contact the Gaza NGOs online in the course of undertaking the assignment.

Level of Efforts:

Within the timeframe specified, the contracted consultant\consultancy firm is expected to submit a detailed work plan that shows the level of effort (the needed working days to accomplish the work). The work plan should include, but not limited, to the following activities:


6. Deliverables:

The selected consultant\consultancy firm will be expected to submit a:

  • Detailed Work Plan: Including a timeline, milestones, and level of effort for each task.
  • Benchmarking Report: Highlighting salary comparisons and economic trends.
  • Revised Salary Scale: A comprehensive document with grading, progression guidelines, and inflation-adjusted rates.
  • Implementation Guidelines: Recommendations for applying the salary scale, including periodic reviews.
  • Final Presentation: Summary of findings, methodology, and the proposed salary scale.

 

7.   Requirements from the Consultant/Consultancy Firm:

The successful consultant\consultancy firm shall meet the following minimum criteria:

  • Proven experience in developing salary scales for non-profit organizations, especially PNGOs and INGOs.
  • Experience in the field of financial management, financial system, organizational development and HR management and salary scale development, preferably in the NGO sector.
  • Familiarity with economic conditions in Palestine, including inflation and cost-of-living variations.
  • Submission of CVs for all consultants involved, showcasing relevant expertise.
  • A detailed financial proposal outlining the total cost and breakdown.

 

Consultant/s Competencies:

  • Knowledge and familiarity with the NGOs’ sector and context.
  • Strong analytical capabilities.
  • Professional English writing skills.
  • Accessibility to the targeted PNGOs and INGOs including organizations in the Gaza strip
  • Strong communication skills.

 

8.   Confidentiality and Proprietary Interest:

The consultant\consultancy firm shall maintain complete confidentiality of all data and documents provided by PNGOs or INGOs and MA’AN and shall not either during the term or after termination of the assignment, disclose any proprietary or confidential information related to the consultancy without prior written consent of MA’AN Director General. All data, reports, and materials shared during the assignment are confidential and must not be disclosed to third parties without prior consent from MA'AN.

The final outputs will remain the exclusive property of MA'AN Development Center.


9. Technical Proposal Evaluation Criteria

Proposals will be evaluated based on the following criteria:

  • Methodology and Approach (20%): Clarity and relevance of the proposed methodology.
  • Relevant Experience/ Qualifications of the Team (30%): Track record in similar assignments and expertise and experience of the proposed consultants.
  • Academic background \qualification (10%).
  • Cost-Effectiveness (40%).


10. Terms of Payment

First payment: 30% upon submission of the benchmarking report and draft salary scale.

Second payment: 70% upon approval of the final salary scale documents and submission of all deliverables.


11. Submission Guidelines

Interested consultants or consultancy firms should submit the following documents:

  • Technical Proposal: Including methodology, work plan, and expected level of effort.
  • Financial Proposal: A detailed cost breakdown.
  • CVs of Consultants: Highlighting relevant qualifications and experience.
  • References and Examples: Evidence of similar work completed in the past.


12. How to Apply:

Background

The Palestinian Information Technology Association of Companies – PITA is the voice of the ICT sector in Palestine. It has more than 180 member companies working in different ICT sectors such as software and outsourcing sector, hardware sector, training and consultancy sector, Internet and telecommunications sectors. PITA is the reference and representative association of private ICT sector and was founded in 1999 by a group of Palestinian entrepreneurs as a non-profit organization to advance the interests and positive societal impact of Palestine’s Information and Communication Technology (ICT) sector.

PITA has been cooperating with Small and Medium Enterprise Assistance for Recovery and Transition (SMART) Project towards enhancing the competitiveness of the private sector, and to facilitate and support the integration of Palestinian startups and entrepreneurs in the business market through capacity building of PITA; both improving its service provision to member businesses and to lead ICT-related policy reform initiatives.

And so; PITA recognizes that existing policy initiatives need augmentation, such as the absence of a comprehensive Nationalizing ICT Services tailored explicitly to support ICT startups, SMEs, and matured companies.


General Objective

To contribute to foster ICT competition space and opportunities in the local market through a comprehensive paper based on these results:

  1. Increase the opportunities for the local ICT companies to grow and compete.
  2. Promote and strengthen local ICT companies to invest in local markets.
  3. Benefit from local ICT products and expertise.


Objective of the Consultancy

Within this framework; PITA seeks to enlist an individual/firm to refine the existing position paper on Nationalizing ICT Services and develop a well-structured position paper that PITA can use to engage with relevant governmental bodies, and the relevant ministries, to advocate for the adoption and implementation of the proposed Nationalizing ICT Services. The position paper should provide actionable recommendations and strategies that can be adopted by policymakers and stakeholders. Additionally, this individual or firm should formulate a list of stakeholders that stand to gain from the (Nationalizing ICT Services) as well as the stakeholders from whom to get consensus. This will help with the formulation of the advocacy strategy.


Scope of Work

The individual/firm will undertake the following tasks:

1. Review and Analysis / Literature Review:

  • Conduct a comprehensive review of existing literature, reports, and case studies on Nationalizing ICT Services in ICT sectors regionally and globally, with a focus on similar contexts.
  • Identify gaps, opportunities, and areas requiring refinement in the current market and practices from all market bodies.
  • Identify best practices and lessons learned from other countries that can be adapted to the Palestinian context.
  • Conduct quantitative and qualitative analysis through assessing the current opportunities affecting SMEs in the ICT sector, and evaluating the impact of these Nationalizing ICT Services on the growth, operations, and competitiveness of SMEs.
  • Analyze the expected effects of the proposed Nationalizing ICT Services on SMEs, providing clear, evidence-based projections of how these incentives will improve the sector's performance.
  • Identify the criteria and scenarios of the implementation of the Nationalizing ICT Services.
  • Identify and clarify any local laws supporting or opposing the Nationalizing ICT Services.
  • Identify and clarify any challenges that might affect the Nationalizing ICT Services.

2. Refinement of the Position Paper:

  • Refine the proposed Nationalizing ICT Services to better align with the specific needs of the Palestinian ICT sector.
  • Propose creative recommendations and scenarios for the Nationalizing ICT Services.
  • Develop clear, evidence-based arguments to support the Nationalizing ICT Services, referencing successful models from comparable markets and use cases.

3. Collaboration and Coordination:

  • Work closely with PITA’s Advocacy Officer, Board of Directors, and task force members and sub-sector committees to ensure the refined position paper aligns with PITA’s strategic goals.
  • Engage in regular consultations with key stakeholders, including industry representatives and governmental bodies such as the Prime Ministry, the Ministry of National Economy, the Ministry of Telecommunications and Information Technology, IPIEA, and others to gather insights and secure buy-in for the proposed Nationalizing ICT Services.
  • Conduct interviews, focus group discussions, and surveys as necessary to collect primary data.

4. Nationalizing ICT Services Formulation and Finalization:

  • Develop a final comprehensive position paper for Nationalizing ICT Services for the ICT sector and local companies, incorporating best practices from regional and international contexts.
  • Ensure that the Nationalizing ICT Services address the unique challenges faced by ICT companies within the Palestinian ICT market.
  • Ensure the position paper is clear, concise, and suitable for presentation to policymakers and stakeholders.


Deliverables

  • Work Plan: A detailed work plan outlining the methodology, timeline, and key milestones for the assignment.
  • Initial Report Draft: Summarizing the literature review and stakeholder consultations.

- Support Paper: A detailed support paper presenting the research and rationale behind the recommendations.

- Summary Paper: A concise summary paper (maximum 5 pages) that presents the argument as simply as possible.

  • Presentation and Discussions: Present and discuss the paper with stakeholders to obtain feedback and modification if necessary.
  • Refined Position Paper: A comprehensive and refined position paper on the proposed task, incorporating feedback from stakeholders and comparative analyses.
  • Final Report: A final report summarizing the work undertaken, key findings, and refined position paper.


Duration and Timeline

The assignment is expected to be completed within a period of (50 Working Hours) during (December 1st, 2024 – January 31st, 2025) or from the date of commencement.


Qualifications and Experience

The individual/firm should possess the following qualifications and experience:

  1. Advanced degree in Economics, Public Policy, ICT, Law, or a related field.
  2. Demonstrated experience in policy analysis, advocacy, and development of incentive packages, preferably within the ICT sector.
  3. Familiarity with the Palestinian ICT sector and its regulatory environment.
  4. Strong analytical, writing, and communication skills.
  5. Proven track record of successful stakeholder engagement and advocacy.


Guidelines and Selection Criteria

In undertaking this assignment, the service provider should consider submitting:

- Technical proposal (70%) covering the following items: 

  1. Consultant profile including CVs. (25%)
  2. Previous relevant experience. (20%)
  3. Detailed outline of the work plan & Methodology. (25%)

- Financial proposal (30%). 

The price quotation for the training delivery should be in USD.


Please note that the price quotation should be submitted in:

  1. English language.
  2. The Price must be in USD Including VAT & other Taxes – and PITA is not responsible for any currency differences.
  3. The price offer must be valid for a period of 6 months.
  4. The company bears all responsibility in the case that it submits a price offer and is unable to provide a valid source of deduction or any official certificates that require the payment process. 
  5. PITA has the right to withdraw or cancel the solicitation, without incurring any costs and without any justifications.
  6. The supplier to whom the quotation is awarded bears all responsibility in the case that they submit a quotation and is unable to issue invoices or bring a valid source of deduction or clearance from the Added Tax Department or any of the reinforcements necessary for the payment.
  7. The payment with the selected agency will be made after signing the contract, completing the required service by submitting the work completion report, and providing the financial payment request. If the service provider is an individual, 10% of the total amount will be deducted as income tax to be submitted to the Ministry of Finance.
  8. PITA reserves the right to reject any offer without stating the reasons and to solicit offers from abroad in the case of rejection of the submitted offers and in case of violation and noncompliance with the required specifications.
  9. The amount due to the supplier shall be paid by Checks or bank transfer from the bank account of the project, after submitting the necessary.
  10. PITA is not obligated to the lowest prices without giving reasons, and it is also entitled to split or cancel without giving reasons, Therefore, the offers will be evaluated from a technical and financial point. 
  11. The company must provide a copy of its registration certificate and a valid deduction at source certificate.
  12. Any clause or any of the general conditions relating to PITA that have been inadvertently omitted and is not mentioned within these Terms of Reference, is subject to PITA internal standard procedures or the Palestinian Procurement and Supplies Law or any financial procedures related to that.
