MA'AN Development Center is looking for an Experienced, Qualified & Dynamic candidates for the position of Director of Programs


Job Purpose:

To lead our diverse portfolio of development and humanitarian projects, with a strong focus on building resilience, empowering communities, especially women & Youth and addressing urgent humanitarian needs. We are looking for an inspiring leader who can drive impact across the West Bank and Gaza Strip in cooperation with the director of programs in Gaza.

 

Main Role:

The role of the Director of Programs is to work with the Director General and the Programs Team in carrying out MA’AN’s mission, strategic goals and objectives and developing and sustaining the center as a professional, efficient and effective development organization working for the resilience of our people, through supervising a wide range of programs.


Major Duties:

  • Contributing to the strategic planning and direction of MA’AN Center.
  • Working with the Director General on developing the fundraising strategy.
  • Developing MA'AN's opportunities for cooperation with international NGOs through increasing access to global information.
  • Initiating and setting goals for programs according to the strategic objectives of MA’AN Center.
  • Planning, with Programs Managers, the different programs from start to completion involvingdeadlines, milestones and processes.
  • dentifying and creating new strategic partnerships and expanding MA’AN’s relations with international and local NGOs and Governmental bodies
  • Working with the Director General, Programs Managers, MEAL Officer & Resource Development Manager in formulating new programs, projects and proposals.
  • Overseeing the planning, implementation, and evaluation of a wide range of development and humanitarian programs, ensuring alignment with organizational goals and international standards.
  • Leading and mentoring program teams to achieve strategic objectives, maintain high-quality project outcomes, and foster professional growth.
  • Developing and sustaining partnerships with stakeholders, including local communities, government entities, and international donors, to enhance program reach and effectiveness.
  • Monitoring financial performance and budgeting for program activities, ensuring transparency, compliance, and efficient resource allocation.
  • Driving program innovation and adaptation in response to emerging needs and challenges, while strengthening the resilience and sustainability of supported communities.
  • Developing projects budgets and operations in cooperation with the program team.
  • Developing and updating programs policy papers.
  • Advocating and lobby for the rights of the Palestinian community at the national and international level.


Human Resource Management

  • To lead the Program Team in carrying out MA’AN’s mission and plans.
  • To be responsible for the planning, supervision of the delivery and overall success of each program.
  • To supervise programs managers and inform management on progress, performance and anychallenges facing the implementation processes.
  • To effectively develop and manage the human resources under his/her direction.
  • To build the capacity of MA’AN staff and partners in Project Cycle Management.
  • To develop and conduct performance appraisals of staff under his/her supervision.
  • To develop, with the Program Team, the annual work plan & supervise its implementation.
  • To assist in directing and coordinating activities of project personnel to ensure project progress is on schedule and within prescribed budget.


Program Management

  • To effectively develop and manage MA’AN’s overall program including developing annual work plans, assigning resources, and identifying the scope of work.
  • To co-ordinate between the program areas to ensure maximum impact of the activities and interventions among MA’AN branch offices.
  • To review agreements, contracts, documents, work practices, and completed work and identify areas where changes might be necessary.
  • To prepare the due diligence requested by the partner organizations.
  • To prepare progress & financial reports in English and Arabic on the achievements and progress of the programs.
  • To contribute to the management of various programs & projects.
  • To ensure the implementation of activities are carried out in accordance with the project parameters.
  • To ensure an effective monitoring and evaluation system is implemented and maintained.
  • To develop and update the project-monitoring plan and monitor the indicators of the project.
  • To contribute with the MEAL Officer designing and implementing the M&E activities of the Project.
  • To develop & review the Monitoring Plans, with the MEAL Officer monitor and impact indicator for the project success.
  • Monitor and evaluate overall progress on achievement of results.
  • Monitor the sustainability of the project's results.
  • Provide feedback to the Program Manager on program strategies and activities.
  • To assist in preparing quarterly and annual progress reports.
  • Networking:
  • To identify and create new strategic partnerships.
  • To represent MA’AN in local and international networks.


Qualifications and Experience:

  • Education: Master’s degree in international development, Social Sciences, economics, project management, public relations, or a related field.
  • Experience: At least 8 years of progressive experience in program management, with 5 years in a senior leadership role in development or humanitarian sectors, preferably within Palestine or theMENA region.


Knowledge & Skills:

  • Skills: Proven expertise in program design, project cycle management (PCM), monitoring and evaluation, budget management, and partnership development.
  • Exceptional leadership and communication skills with a collaborative, culturally sensitive approach.
  • Extensive knowledge and understanding of NGO sector.
  • Excellent management, financial management and administrative competencies.
  • Excellent written and spoken Arabic and English.
  • Extensive experience in report and proposal writing in English.
  • Creative and innovative approach in developing new ideas and programs.
  • Proficiency in Word, Excel and MS Project.
  • Proficient skills in cooperation and team building.

  • Ability to form good
