War Child is an independent and impartial international non-governmental child rights organization investing in a peaceful future for children and young people affected by armed conflict. Job Summary/ Scope of Work
The MEAL Coordinator will manage the MEAL team and lead the Monitoring, Evaluation, Accountability, and Learning processes in the occupied Palestinian Territory. This role is critical in supporting MEAL activities' development, planning, implementation, and quality assurance, ensuring that all processes align with War Child’s standards and goals. The MEAL Coordinator will coordinate with regional and global teams, participate in meetings and interventions, and manage GMF reporting. Additionally, this role will support quality implementation and reporting, establish MEAL systems and processes, and manage Feedback and Complaint Response Mechanism (FCRM), Accountability to Affected Populations (AAP), Core Humanitarian Standards (CHS), and Prevention of Sexual Exploitation and Abuse (PSEA).
Responsibilities and Tasks
Job Responsibility 1: Technical MEAL Oversight (30% of time)
- Develop and maintain MEAL frameworks, plans, and tools, ensuring they are contextually relevant and aligned with global standards and donor policies and protocols.
- Oversee data collection, analysis, and reporting processes to ensure accurate and timely information is available for decision-making.
- Support program teams in implementing high-quality projects adhering to MEAL standards and protocols.
- Provide technical assistance and guidance on reporting, data protection, and documentation requirements.
- Conduct assessments, literature reviews, and context analyses to inform program design and proposals.
Job Responsibility 2: Learning and Knowledge Management (25 % of time)
- Plan, organize, and lead reflection and learning events to promote continuous improvement.
- Document and disseminate learnings and best practices within the organization and with external partners.
- Share the learnings to support the development of concept notes and proposals.
- Collaborate with technical advisors and the program team to capture and use the learning for informed decision-making and adaptive management.
Job Responsibility 3: Coordination and Compliance (15 % of time)
- Coordinate with regional and global teams, participating in meetings and interventions as required.
- Establish and manage Feedback and Complaint Response Mechanisms (FCRM) to ensure accountability to affected populations.
- Ensure compliance with Core Humanitarian Standards (CHS) and promote the Prevention of Sexual Exploitation and Abuse (PSEA).
- Actively participate and represent War Child in in-country technical working groups and task forces.
- Manage donor and GMF reporting, ensuring accuracy and compliance.
Job Responsibility 4: Capacity Building and Team Management (30 % of time)
- Design and implement capacity-building plans for local partners and staff.
- Provide ongoing coaching and support to ensure the quality of MEAL processes.
- Facilitate training sessions and share technical materials, tools, and resources.
- Supervise MEAL team members, ensuring clear roles, responsibilities, and performance objectives.
- Manage external consultants to ensure high-quality outputs.
Qualifications Required:
- Minimum of 5 years of relevant technical work experience in MEAL, preferably in the humanitarian or development context.
- Bachelor’s or Master’s in Social Sciences, Development Studies, Statistics/ Economics, or a related field.
- Strong technical skills in MEAL methodologies, tools, and standards.
- Demonstrated experience in capacity building, team management, and coordination.
- Excellent analytical, written, and verbal communication skills in English and Arabic.
- Proficiency in data analysis software and tools.
- Ability to work effectively in a multicultural environment and under pressure.
- Able to generate and use data and evidence to innovate, deliver, learn, and share a reflection on the effectiveness, efficiency, relevancy, and impact of the interventions implemented.
- Skilled at networking, representation, and partnership development to promote learning, strengthen civil society, and mobilize resources.
- Team leadership skills, including experience in training, capacity building, and mentoring.
- Experience in and commitment to capacity building of staff, partners, and communities.
- Ability to motivate and engage diverse and distributed teams.
